Stephanie Carter-Bagley is a senior transformation executive, strategic adviser, financial leader, and program-management expert with more than 35 years of leadership experience and more than 25 years guiding complex organizational, operational, financial, risk, and implementation work. At BetterEd Solutions, she helps school systems, charter networks, universities, public agencies, and education organizations convert ambitious goals into disciplined programs with clear ownership, measurable milestones, visible accountability, and sustainable operating systems.

Stephanie is the partner leaders call when the stakes are high, the work is complex, and execution cannot be left to chance. She strengthens school improvement and transformation by establishing the project governance, decision rights, implementation roadmaps, risk controls, performance dashboards, business processes, and executive routines that move strategies from boardroom commitments into daily practice. Her work helps leaders see what is on track, what is at risk, who owns the next decision, and what must change before delays or fragmentation compromise results.

She brings particular strength to the launch, expansion, integration, and recovery of complex initiatives. Stephanie helps new schools and programs build operational-readiness plans, coordinate facilities and technology workstreams, manage vendors and partners, design compliance calendars, create standard operating procedures, and prepare leaders for the first 90 days of implementation. She supports established organizations with operating-model redesign, transformation-management offices, project recovery, technology implementation, process improvement, organizational resilience, and continuous-improvement systems.

Her experience spans federal, state, and local government; higher education; healthcare; utilities; manufacturing; pharmaceuticals; and other highly regulated environments. Across her career, she has contributed to more than 10 federal projects across six agencies and more than 12 state and local projects across eight jurisdictions and quasi-governmental organizations. Her portfolio includes strategic planning, human-resources process standardization, executive coaching, program-management-office development, enterprise-system requirements, electronic-health-record procurement, financial planning and analysis, change-management training, risk management, post-merger integration, performance scorecards, and board-level reporting.

Stephanie’s financial and risk background materially strengthens BetterEd’s school improvement and growth work. She understands that even the strongest academic strategy can fail without disciplined resource allocation, sound governance, clear processes, operational capacity, and proactive risk management. She helps education leaders align people, processes, technology, budgets, vendors, and accountability so that improvement can be implemented, monitored, corrected, and sustained.

Her academic preparation is equally distinguished. Stephanie earned a Bachelor of Science in Accounting from the University of Maryland University College, now the University of Maryland Global Campus, completing her degree while working full time and later serving as her graduating class’s commencement speaker. She earned her Master of Business Administration from Duke University’s Fuqua School of Business and completed the Goldman Sachs 10,000 Small Businesses program.

Her government-contracting and supplier-diversity portfolio includes leadership within SBA 8(a), GSA Multiple Award Schedule, Woman-Owned Small Business, Economically Disadvantaged Woman-Owned Small Business, HUBZone, Minority Business Enterprise, Women’s Business Enterprise, and NMSDC-certified environments.
